Then, h Federal Emergency Disaster Declaration has been expanded to include Logan & Wayne counties. Finally, following the dismissal of a lawsuit alleging egregious conditions for foster kids in the state of WV, the new Secretary of the Dept. of Health & Human Services says there is no need for an independent study of what's wrong with the system, and for some reason, lawmakers believe him.
